Course Description:
Historical and philosophical factors defining the functions and scope of current community and public health based health care delivery. Introduction to the concepts of epidemiology, ecology, community needs assessment, and social and cultural influences on utilization of health care by community aggregates. 3:0:3

Educational Philosophy:
The instructor's educational philosophy is one of interactiveness based on lectures, readings, interviews, peer reviews, examinations, internet research, discussions and writings

  1. Outline the philosophical and historical background of public health issues
  2. Discuss the social, political, cultural, technological, ethical and economic forces affecting health care.
  3. Distinguish among various health financing schemes for provision of care and postulate future changes in these sytems
  4. Describe the basic services and practices of public health care system
  5. Explain the current and future issues in the public health care and the role of government.
  6. Interpret the role of specific interests in the ehalth care industry and the effect on health policy decisions and organization and delivery of health care
  7. Evaluate current priorities and future developments in ehalth issues as they relate to social, political, cutlural, technological, ethical and economic forces in health care delivery.
Class Assessment:
In-class writing assignments and class participation will constitute 50% of your course grade.  This includes homework assignments, article summaries, peer review, and discussions.

Homework assignments are assignments that pertain directly to the writing of the term paper.  Points for homework are given for completion of discussion questions that pertain to the term paper.  In week three and five, homework points are granted for article summaries if they are completed.  Additional participation points are given for participation in course discussions each week.


A midterm exam and a final exam will be given over current issues presented in class, readings and the content of papers developed by students, and will constitute 25% of your course grade.

The term paper presented in prescribed format will constitute 25% of your course grade, and is expected to be approximately ten to fifteen double spaced pages in length not including the reference and title pages.

Late Submission of Course Materials:
Submission of Late Work: Unless there are special circumstances discussed ahead of time with the instructor, grades for late work are deducted 10% each day for up to five days past the due date.  After five days the work will not receive any credit

Homework assignments are assignments that pertain directly to the writing of the term paper. Points for homework are given for completion of discussion questions that pertain to the term paper. Article Summary:You will be writing a paper specifically related to the different health issues that will be discussed in your term paper. These are basically reaction papers to articles that you will need to locate for your term paper. The summary should be about a different aspect of your approved topic for your term paper. Guidelines for completion of the article summary are as follows:

1. Locate a current article that examines a health issue topic that is relevant to the forces affecting the delivery of health care such as political, economical, technical, cutlural, social and ethical components. (A Website is not an acceptable resource, BUT journal articles found on the Internet are). Articles can be found at your local library, a college library, or from Internet sources. The article must show a correlation between the health issue and concepts discussed in your textbook. Textbooks are not an acceptable resource for this assignment.

2. Write a two-three page paper that include the following components:
a. A summary of the article in your own words: DO NOT COPY from the article!
b. Your own personal reaction to the article: What did you learn? What did you think of the information provided?
c. Your analysis of how the article demonstrates a correlation between what we have been discussing in class (and in the text and lecture materials) about an issue.

In other words: What aspects of the article demonstrate how this particular issue impacts health practices, structure of, government role in, and financing of health care?

3. Submit the summary along with the copy of the article by the due date listed by Midnight on Sunday night of this week. Papers should be submitted to the drop box area.

There are two article summaries in the course worth 50 points each. One is during Week 3 and the other is during Week 5

Peer Reviews: You will be completing 2 peer reviews for your assigned support group member. One peer review will be assigned to complete during Week 6 and the other is assigned for Week 7. When completing a peer review you are to read the other person's paper and provide feedback and suggestions on how to improve the paper. Make sure that you point out spelling errors, formatting, and that your person is addressing all of the components as specified in the term paper assignment. You might suggest to your peer on how they could incorporate certain criteria into their term paper as well. The Peer Reviews that you complete for your group member will be graded using the following criteria:

Exceeds Expectations= 25 points: Provided objective assessment of peers work. Provided constructive feedback consisting of more than "Good Job." Gave thought to feedback and offered more than three suggestions for improvement of paper.

Meets Expectations= 20 points: Provided objective assessment of peers work. Provided constructive feedback consisting of more than"Good Job." Offered three suggestions for improvement of paper.

Needs Improvement= 15 points: Provided objective assessment of peers work. Provided constructive feedback that consisted of "Good Job." Offered one suggestion for improvement of paper.

Unacceptable=0 points: Provided assessment of peers work. Suggestions for improvement missing or perfunctory.

Term paper: Write a paper about a current issue in Community Based Healthcare. Include in the paper: social, political, cultural, technological, ethical and economic forces affecting this healthcare issue. Describe any strategies and recommendations made to resolve this current issue. Include any specific interests in the health care industry that would have an effect on health policy decisions. Finally, discuss how this current issue could affect future initiatives in community based health care delivery.

GRADING OF PAPER:

200 Points

Approved Topic by the Instructor: 5 points

Title Page: 5 points

Introduction of Topic: 10 points

Body of Term Paper includes:

a) social forces: 15 points

b) political forces: 15 points

Strategies and Recommendations for addressing healthcare issue: 30 points

Effect of current issue on future initiatives in healthcare delivery: 30 points

Sources of information in body of paper are cited using APA style format: 15 points

Reference Page: 15 points

TOTAL POINTS: 200 points

Topics should be selected and approved by the end of Week One, but not later than the end of week Two.

The entire term paper will be submitted at the end of Week Eight, for grading.

(There will be opportunity for revisions in each section, based on interaction with the professor and peer reviews until the end of Week 7.)

The final exam must be completed and submitted Saturday of Week Eight by Midnight. Please check your calendar dates and arrange to complete the final accordingly.

Plagiarism:
Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. Park University 2006-2007 Undergraduate Catalog Page 87

Attendance Policy:
Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

  1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
  2. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
  3. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "W".
  4. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
  5. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
  6. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
ONLINE NOTE: An attendance report of "P" (present) will be recorded for students who have logged in to the Online classroom at least once during each week of the term. Recording of attendance is not equivalent to participation. Participation grades will be assigned by each instructor according to the criteria in the Grading Policy section of the syllabus.
