Course Description:
Analysis of the process of health policy formation at the federal, state, and local levels from historical and contemporary perspectives. Specific topics will include cost controls, utilization review, methods of changing public and private health policies, and political factors in health care delivery.

Educational Philosophy:
The instructor's educational philosophy is one of interactiveness based on lectures, readings, dialogues, examinations, internet, videos, web sites, and writings. The instructor will engage each learner in what is referred to as disputatious learning to encourage the lively exploration of ideas, issues, and contradictions.

Learning Outcomes:
  Core Learning Outcomes

  1. Explain the role of the political process on health delivery in the United States.
  2. Describe how the political process affects cost of health care, human resources, and various health facilities.
  3. Analyze the key roles of demanders and suppliers of health policies .
  4. Explain the current and future issues in health policy and the role of government in the formulation of health policy.
  5. Interpret the role of specific interests in the health care industry and the effect on health policy decisions and organization and delivery of health care.
  6. Evaluate the roles of local, state, and federal politics on the current and future developments of health care delivery.


  Instructor Learning Outcomes
  1. Understand the "lobbying effort at both the national and state legislatures.
  2. Identify methods for influencing community leaders who can impact legislative efforts that should be sought out and into the health care system.
  3. Understand how laws affecting health care practices are written  and how the regulations written to implement the laws affect the laws themselves as well as health care systems.
  4. Recognize how health care is altered by the prevailing social and economic conditions in our country through the political process.

Class Assessment:

1. Completion of all READING ASSIGNMENTS.

2. Participation in CLASS DISCUSSIONS.

3. Participation in and completion & presentation of a GROUP PROJECT topic assigned by the instructor including SUBMISSION OF A 6-8 PAGE TYPED GROUP REPORT identifying all sources used.

4. Completion and presentation of FOUR COURSE RELATED ARTICLE REPORTS selected by the student to lead class discussion & SUBMISSION OF A 1-2 PAGE TYPED SUMMARY of its contents including the student's personal opinion and indentifying your source with date. (Must be within last six months)

5. Completion and presentation of a 8-10 page TERM PAPER using APA format on a course related topic approved by the instructor.

6. TWO LEGISLATIVE CONTACTS including ORAL REPORTS & A ONE PAGE WRITTEN REPORT SUMMARY describing the student's efforts and discussion with each legislator. This will also include obtaining A COPY OF ONE PENDING HEALTH CARE LEGISLATIVE BILL from each legislator to be shared with the class and submitted to instructor.

Grading:

The student's final course grade will be based on a 100 POINT SCALE distributed as follows: 

                       GROUP PROJECT.............................18 pts.

                       FOUR ARTICLE REPORTS...................8 pts.

                       TWO LEGISLATIVE CONTACTS...........8 pts.

                       TERM PAPER.....................................26 pts.

                       FINAL EXAM......................................40 pts.

 

The method of evaluating the TOTAL POINTS EARNED and GRADES AWARDED will be according to the following scale:

                       92 - 100 pts. = A

                       82  -  91 pts. = B

                       72  -  81 pts. = C

                       62  -  71 pts. = D

                       61 pts.or less= F

                      

         

 

  

All final exams will be comprehensive and will be closed book and closed notes.  If calculators are allowed, they will not be multifunctional electronic devices that include features such as: phones, cameras, instant messaging, pagers, and so forth.  Electronic Computers will not be allowed on final exams unless an exception is made by the Associate Dean.

Late Submission of Course Materials:
Assignments not submitted on the due date will receive a grade of "0" unless otherwised arranged with the instructor.

Classroom Rules of Conduct:
Faculty members are expected to dismiss from their classrooms students whose behavior is detrimental to good order in the classroom. Such behavior includes, but is not limited to, the use of abusive or obscene language, attending class under the influence of drugs or alcohol, etc. Students who are dismissed from class may be given failing grades, suspension, or expulsion from Park University. Students whose behavior, either verbal or written, is detrimental to the good order of Park University may be subject to disciplinary action ranging from suspension to expulsion from Park University. Students who exhibit abusive or obscene language or behavior toward administrative personnel or support staff are also subject to suspension or expulsion from Park University.

SESSION 1 (August 7) - Introduction to Course and " Government Structure and Legislative Roles at the Local, State & Federal Levels". OBJECTIVE: To identify and discuss the three different types of legislation and describe the "public interest explanation for each. (Chapter 1)

 

 

 

 

 

SESSION 2 (August 14) - "The Lobbying Process and Interest Groups" and Article Reports.  OBJECTIVE: To assess how "concentrated" and "diffuse" interests determine group representation before legislators and association characteristics that lead to legislative agenda achievement.  (Chapters 2 & 3)

 

 

 

SESSION 3 (August 21) - "How a Bill Becomes Law" and Article Reports. OBJECTIVE: To describe the numerous steps involved in processing a legislative bill and provide examples of legislation favored by health associations. (Chapters 4 & 5)

 

 

 

SESSION 4 (August 28) - "The Legislative Process" and Article Reports. OBJECTIVE: To further describe the legislative process including the structure and purpose of the numerous committees associated with health care legislation.  (Chapters 6 & 7)

 

 

 

SESSION 5 (September 4) - "Medicare", Article Reports, and Legislative Contact Reports. OBJECTIVE: To describe how the "pay as you go" financing method of social security works and reasons why the aged are considered politically powerful. (Chapter 8)

 

 

 

SESSION 6 (September 11) - "Goverment Intervention in Health Care", Article Reports, Term Paper Presentations, and Legislative Contact Reports. OBJECTIVE: To contrast the Medicaid and Medicare programs.  (Chapter 9)

 

 

 

SESSION 7 (September 18) - "National Health Insurance", Article Reports, Term Paper Presentations,and Legislative Contact Reports. OBJECTIVE: To describe the redistrubutive health legislation from the mid 1980s to 2000 and the the Medicare Modernization Act of 2003.  (Chapters 10 & 11)

 

 

 

SESSION 8 (September 25) - "Economic Interests in Health Care", Term Paper Presentations, and Legislative Contact Reports. OBJECTIVE: To identify and discuss the objectives of national health insurance according to public interest and economic theories.  (Chapters 12 & 13)

Academic Honesty:

Plagiarism:
Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. Attendance Policy:
Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

  1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
  2. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
  3. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "W".
  4. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
  5. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
  6. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
