Course Description:
Analysis of the process of health policy formation at the federal, state, and local levels from historical and contemporary perspectives. Specific topics will include cost controls, utilization review, methods of changing public and private health policies, and political factors in health care delivery. 3:0:3

Educational Philosophy:

Lecture, discussion, overheads. At the end of each chapter key concepts and terms, review questions, applications, and internet resources for possible sourcesfor the students required research paper. These are all text offerings that will be ised to aid the student in understandingthe objectives of the course.
 

         Paper. A paper will be required of all students. The paper will be at least seven (7)

         pages long, not including the table of contents, (index) and bibliography,

         typed, and double spaced. The paper will deal with a subject in relation to the

           course and agreed upon between the student and the instructor.   

           Paper presentation. Each student will prepare a 3 to 5 minute oral presentation            that will provide an overview of the paper the student researched on a subject            dealing with health care and the political process. These papers will be presented            in class with specific times to be given in class.

  5. Interpret the role of specific interests in the health care industry and the effect on health policy decisions and organization and delivery of health care.
  6. Evaluate the roles of local, state, and federal politics on the current and future developments of health care delivery.

The course grade for students will be based on the overall average of homework and tests taken during the course in accordance with the weighting of the various requirements as stated in the syllabus.

All final exams in all School of Business and Management courses will be comprehensive and will be closed book and closed notes. They will constitute 30% of the total course grade and will not be a take-home exam. They will be completed during the test week in the period designated by the registrar or by the Proctor in the case online courses. If calculators are allowed, they will not be multifunctional electronic devices that include features such as: phones, cameras, instant messaging, pagers, and so forth. Electronic Computers will not be allowed on final exams unless an exception is made by the Dean of the School of Business and Management.

Late Submission of Course Materials:

The comprehensive case paper must be typewritten and submitted on or before the

          last lecture prior to the final examination. Late papers will not be accepted and a

          failing grade for that part of the course assigned. Final papers will be due on or

          before 11-28.

Classroom Rules of Conduct:

          Class participation is expected and will form a part of the final grade. Students are

          expected to come to all classes and to be on time. Roll will be taken at each class

          meeting. Classes missed for legitimate reasons, such as illness, temporary duty, are

          excusable; however, the student must make up the missed work. The student is

          responsible for providing the instructor with justification for an excused absence

          either prior to or immediately after the absence. Two unexcused absences are

          excessive and three unexcused absences will result in an in voluntary withdrawal

          and a grade of “F” (attendance) for the course.

Plagiarism:
Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. Attendance Policy:
Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

  1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
  2. Work missed through unexcused absences must also be made up within the semester/term of enrollment.
  3. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
  4. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "F".
  5. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
  6. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
  7. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
