Course Description:

Historical and philosophical factors defining the functions and scope of current community and public health based health care delivery. Introduction to the concepts of epidemiology, ecology, community needs assessment and social and cultural influences on utilization of health care by  community aggregates.

Educational Philosophy:
Lectures, examinations, research paper and presentation of research paper. At the end of each chapter of the text a review of references that will aid the student in selecting a research topic for the required research paper.

  1. Outline the philosophical and historical background of public health issues.
  2. Analyze the social, political, cultural, technological, ethical and economic forces affecting health care.
  3. Distinguish among various health financing strategies for provision of care and postulate future changes in these systems.
  4. Categorize the basic services and practices of public health care system.
  5. Assess the current and future issues in the public health care and the role of government.
  6. Interpret the relationship of specific interests in the health care industry and the effect on health policy decisions and organization and delivery of health care.
  7. Evaluate current priorities and future developments in health issues as they relate to social, political, cultural, technological, ethical and economic forces in health care delivery.


Core Assessment:

Class Assessment:

Mid-term and final examination, paper research, paper, paper presentation.
 

         Paper.  A paper will be required of all students using the APA format. The paper

         will be at least seven (7) pages long (not including the index and bibliography),

         typed, and double spaced. The paper will deal with a subject in relation to the

         course and agreed upon between the student and the instructor.

 

         Paper presentation.  Each student will prepare a 3 to 5 minute oral presentation

         that will provide an overview of the paper the student researched on a subject

         dealing with issues of health care delivery in and to communities. These research

         papers will be presented at scheduled class times.

Grading:

Mid-term and final examination 100 points each, research paper 100 points, research paper presentation 100 points.

The course grade for students will be based on the overall average of homework and tests taken during the course in accordance with the weighting of the various requirements as stated in the syllabus.

All final exams in all School of Business and Management courses will be comprehensive and will be closed book and closed notes. They will constitute 30% of the total course grade and will not be a take-home exam. They will be completed during the test week in the period designated by the registrar or by the Proctor in the case online courses. If calculators are allowed, they will not be multifunctional electronic devices that include features such as: phones, cameras, instant messaging, pagers, and so forth. Electronic Computers will not be allowed on final exams unless an exception is made by the Dean of the School of Business and Management.

Late Submission of Course Materials:

The comprehensive case paper must be typewritten and submitted on or prior to 7-1 unless previously coordinated with the instructor. Late papers WILL NOT be accepted and final grade reduced one letter grade.

Classroom Rules of Conduct:
Class participation is expected and will form a part of the final grade. Students are expected to come to all classes and to be on time. Roll will be checked at each class meeting. Classes missed for legitimate reasons, such as illness, temporary duty, are excusable; however, the student must make up the missed work. The student is responsible for providing the instructor with justification for an excused absence either prior to or immediately after the absence. Two unexcused absences are excessive and three unexcused absences will result in an involuntary withdrawal and a grade of “F” (attendance) for the course. Cell phones, pagers, and oter types of electronic communication devices will be turned off during class.

         descriptions/requirements, introductory comments. Discuss Chapter 1 At the close

         the student will understand the description and requirements of the course. They

         will understand and be able to discuss the philosophical and historical background

         of public health.

 

5/29  Discuss Chapter 2. At the close of the class the student will understand and be

         able to analyze and discuss the social, political, cultural, technological,

         ethical, and economic concerns affecting health care.
 

6/3    Discuss Chapters 3 and 4. By the end of this session the student will

         understand the various health financing strategies for the provision of

         care and postulate future changes in these systems.  They will also understand

         the categorization of the basic services and practices of  the public health care

         system.
 

6/5    Discuss Chapters 5 and 6. At the end of this session the student will be able to

         describe the roles of the federal, state, and local government in the U.S. health care

         system They will be able to discuss the assessment of  the current and future issues

         in the public health care and the role government should possibly play.

 

6/10  Discuss Chapter 7 and 8. Acute Care. Chronic care. By the end of class the student

         will understand the historical development of acute care in the U.S. and discuss the

         role of emergency services in the spectrum of acute care. They will understand the

         cost and prevalence of chronic conditions and problems face by people faced with

         chronic conditions.

                                                                                                                        

6/12 Discuss Chapter 9. Long Term Care. At the close of this session the class will be

        able to define the components of long-term care and be able to discuss the factors

        that contribute to the need and demand for service.

 

6/17 Healthy People 2010. By the close of this session the student will be able to interpret

        and discuss the relationship of specific interests in the health care industry and the

        effect on health policy decisions and organization and delivery of health care.

        Review for the Mid-term examination. 
 

6/19 Mid-term Examination. Chapters 1 through 9.

 

6/24 Discuss Chapters 10 and 11. Health-Related Behaviors. Pharmaceuticals and

        Medical Devices. By the end of class the student will be able to describe how

        strategies for changing individual and population health behaviors have

        evolved. They will have a better understanding of the drug discovery and

        development processes. Student presentations.

 

6/26 Discuss Chapters 12 and 13. At the close of the session the student will understand

        and recognize the factors that influence the supply and demand of health care

        workers. They will be able to identify and discuss why collecting and using

        information is important to patients, clinicians, and payers. Student presentations.

 

7/1   Discuss Chapter 14. At the end of class the student will be able to evaluate and

        discuss current priorities and future developments in health issues as they relate

        to social, political, cultural,, technological, ethical, and economic forces in health

        care delivery. Student  presentations.
 

7/3   Discuss Chapters 15 and 16. By the end of class the student will be able to describe,

        apply, and discuss the concept of complex adaptive systems to health care quality.

        They will also understand the nature of the access problem to health care and the

        distinction between economic and non-economic barriers to health care. Student

        presentations.

 

7/8   Discuss Chapter 17. At the end of this session the student will better understand

        some of the reasons for the rapid rise in health care costs. They will also be able to

        understand and discuss some potential management solutions to constrain the

        growth in health care costs. Student presentations.

 

7/10 Discuss Chapter 18. At the end of this session the student will understand and be

        able to discuss the importance of thinking about the future for managers in health

        care. Student presentations. Research paper due. Review for final examination.

 

7/15 Final examination. Make-up student presentations if necessary.
 
7/17 Review of final examination. make up exams.

Plagiarism:
Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. Attendance Policy:
Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

  1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
  2. Work missed through unexcused absences must also be made up within the semester/term of enrollment.
  3. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
  4. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "F".
  5. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
  6. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
  7. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
