Course Description:
This basic course emphasizes programming techniques for benefiting the agency-citizen relationship. Prominence is placed on utilizing the resources of the criminal justice agencies to engage in effective conflict resolution with citizens, develop citizen and agency awareness, community crime prevention, and community relations. 3:0:3.

Educational Philosophy:

The instructor’s educational philosophy is one of interactiveness based on lectures, readings, quizzes, dialogues, examinations, and writings. The instructor will engage each learner in the process of critical thinking whereby all information is critically examined to allow the learner to conduct a logical analysis in arriving at conclusions about the validity and value of the information.

  1. Explain the history and evolution of American policing, while examining the development of community-oriented government.
  2. Analyze the future potential of the COPPS philosophy for the elements of the criminal justice system.
  3. Apply the philosophy of Community Oriented Policing and Problem Solving (COPPS) and the concomitant issues of training, agency implementation, and evaluation that accompany the philosophy.

Paper: A paper of 6-10 pages is required in this course. The paper should address a topic pertaining to how criminal justice agencies develop a relationship and partner with the community to achieve their objectives. More specific information about the paper will be provided during the second week of class.

In computing grades, the following scale will be used; however, the instructor reserves the right to make adjustments: A=90-100%, B=80-89%, C=70-79%, D=60-69%, F=less than 60%. In determining grades on papers, major factors to be considered include whether or not the assignment was completed correctly and in a timely manner. Five points will be deducted for papers submitted late, and up to five points will be added for papers submitted prior to the due date.

Late Submission of Course Materials:

Assignments should be turned in on or before the due on which they are due. Certain work may be made up in cases of legitimate absence. The instructor must be notified (phone, e-mail, or pager) prior to the absence for the absence to be considered excused. Five points will be deducted for papers submitted late and up to five points will be added to papers submitted prior to the due date. Missed examinations must be made up prior to the next scheduled class period, unless arrangements are made with the instructor.

Classroom Rules of Conduct:

It is expected that members of the class will treat each other with respect and dignity. There will be many different views and opinions and no one should be chastised or ridiculed for their contribution to the class. Students should read the scheduled material and come to class properly prepared to discuss the scheduled lesson.

Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. Attendance Policy:
Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

  1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
  2. Work missed through unexcused absences must also be made up within the semester/term of enrollment.
  3. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
  4. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "F".
  5. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
  6. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
  7. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
