Course Description:
PO 330 Public Administration: (LL) Principles and problems of public administration in America. Special attention is given to the problems of democratic control and development of basic concepts of the field. 3:0:3

Educational Philosophy:

 
Classes will be highly interactive.  Instructor will use lectures, readings, guest speakers, web sites, media articles, individual and group activities, exercises, and role plays.  Primary methods used will be (1)learning by inquiry, reflection, and interaction, (2) learning by experience and (3) learning by doing.  Discussions and written assignments are designed to develop the student's analytic and critical thinking skills as well as relating knowledge to current events and practical applications in government agencies.

Classroom Rules of Conduct:

 
1.  Attend classes regularly and attend the entire sessions.  Activities and exercises are planned for each session for a total of 30 points per session.  If you arrive late to class or leave early, you will very likely miss an activity or exercise worth points you can not make up.
 
2.  Students are responsible for all material covered in class.
 
3.  Be prepared for class.  Complete the reading assignment for each class.  Be prepared to discuss the content.  Written assignments are essential in preparing for class activities, quizzes, and exams.
 
4.  No portable telephones or pagers are allowed in class except for security or emergency medical personnel.
 
5.  Personal computers are allowed for notetaking and class activities.  In class use should be limited to these activities only.
 
6.  All email communication sent by the instructor will be sent to students using Park University email addresses.  Students are expected to check their Park  between classes. 
 
7.  If you have any questions or problems, contact the instructor by phone, email, or before, during, or after class.
 
8.  Tutors are available for students.  If you find the textbook difficult to understand, request a tutor from the Academic Support Center on the main campus to meet with you weekly to prepare assignments, or study for quizzes and exams.  It is important to contact the Center to arrange for a tutor before the 2nd or 3rd class.  The Center is located in Mabee 406 on the Parkville Campus.  The Center's phone number is 816-584-6330.  It is open on Monday through Thursday from 8 a.m. to 8 p.m., on Friday from 8 a.m. to 4:30 p.m., and on Saturday from 10 a.m. to 3 p.m.  You can also schedule a tutor to meet you at the downtown campus instead of at the Parkville Campus.
 
9.  There are no excused absences except in extreme cases of illness or family death or required military duty.  Each class missed results in a loss of 30 points for class activities.  If you know you will be missing a lot of classes, consider dropping the course or requesting an incomplete for the course.
 
10.  Any documents emailed to the instructor should be in application/msword format.

Plagiarism:
Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. from Park University 2010-2011 Undergraduate Catalog Page 92-93

Attendance Policy:
Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

  1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
  2. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
  3. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "F".
  4. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
  5. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
  6. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
