Course Description:
HC351 Organization and Administration of Health Care Programs: Structure and implementation of various types of health care organizations and their internal departments, administrative theory; utilization; facilities management; accreditation; strategic planning; decision making theory; medical, nursing, and support staff supply, supervision, and evaluation; financial management; human relations; research and development; organizational culture and change theory; and other internal and external forces. 3:0:3

Educational Philosophy:
Many modes of learning will take place in my classroom. The student will be regularly challenged to display college level skills in discussion, debate, research and problem solving, and abstract thinking.

  1. Define terminology and demonstrate general knowledge of the major issues and concepts of administering various forms of health facilities and programs.
  2. Explain the concepts and applications of management techniques utilized in medical facilities.
  3. Compare and contrast the supply and distribution of health professionals and institutions.
  4. Discuss the problems associated with the cost and availability of health care.
  5. Evaluate current and future priorities in the administration of health care in relation to the economy, social issues, ethics, politics, medical science and environmental issues.

Class Assessment:

You will be able to track your average throughout the course. The grading scale is below. You will know in advance the standards for each assignment. My goal is to give you prompt, clear, and useful feedback to help you learn about healthcare management. Each student is responsible for:
   *Completing the assigned exercise at the end of each chapter.
   *Completing focus topic questions in week two, four, six, and eight.
   *Completing a substantial writing assignment, referred to as the Term Paper.
   *Completing a student opinion survey located in the Distance Learning section of the Park University website in week eight of this class.


Examinations = Midterm Exam -200 points (20%) Final Exam - 300 points (30%)
Term Paper = 200 points (20% total)
Focus topic questions = (4) 25 points each (10% total)
Discussion questions = 200 points (total) (20% total)
Term Paper Grade Breakdown:
Content = 50%
Organization = 25%
Appearance = 25%
Based on rubric handed out during first class session

The course grade for students will be based on the overall average of homework and tests taken during the course in accordance with the weighting of the various requirements as stated in the syllabus.

All final exams in all School of Business courses will be comprehensive and will be closed book and closed notes. They will constitute 30% of the total course grade and will not be a take-home exam. They will be completed during the test week in the period designated by the registrar or by the Proctor in the case online courses. If calculators are allowed, they will not be multifunctional electronic devices that include features such as: phones, cameras, instant messaging, pagers, and so forth. Electronic Computers will not be allowed on final exams unless an exception is made by the Dean of the School of Business.

Late Submission of Course Materials:
When an assignment is due on that day, late work will receive a maximum of 50% for the first day and 0 points after that. If you have a valid excuse why you cannot attend class, make arrangements to either email a copy of your assignment(s) to me or have a classmate or family member deliver your assignment to avoid penalty.
Mid-term exam/Final exam:  You must contact me prior to the exam if you will not be able to take the exam in class as scheduled. Without an excuse that I approve (hospitalization, duty reasons, and etc.) you will receive no higher than a 70% if you take it one day late and no higher than 50% if you take it two days late.

Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. from Park University 2010-2011 Undergraduate Catalog Page 92-93

Attendance Policy:
Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

  1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
  2. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
  3. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "F".
  4. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
  5. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
  6. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
