Course Description:
PO 337 Administrative Law: The study of administrative agencies, their rule making powers, adjudicatory functions and judicial control over such agencies. Areas covered include: the scope of administrative power, judicial review, regulatory law, due process, and personal liability of public servants. 3:0:3

Educational Philosophy:

 The facilitator’s educational philosophy is one of interactiveness based on lectures, readings, quizzes, dialogs, examinations, Internet, videos, web sites and writings. The facilitator will engage each learner in what is referred to as disputatious learning to encourage the lively exploration of ideas, issues and contradictions.
To facilitate class discussion we will use philosophy of Non-attribution" to encourage free and open discourse of ideas.

  1. Understand the administrative law structure and process.
  2. Describe regulatory law
  3. Procedural requirements of agency rule making and adjudication.
  4. Understand the Federal Administrative Procedure Act.
  5. Describe ethical concerns of administrative policy making.
  6. Be familiar with case law regarding administrative policy making.

Core Assessment:

Class Assessment:
The course assessment will require three block exams, independent and supplemental study, and one research paper with a  class presentation.  The research paper is required to be written in APA format.  The student will present the paper before the class demonstrating a well researched knowledge of the subject topic.  Topics will be developed with and approved by the instructor before beginning research.  The presentation will demonstrate the students use of research techniques and technology.  Five independent and supplemental studies will be assigned to the student.  The student will be provided with a Rubric for the research and presentation.


The course will require three block exams, one research project and five independent and supplemental studies.

Exam 2: Chapters 5-8                        20%   (100 pts)
Exam 3: Chapters 9-11                      20%   (100 pts)
Research Paper and Presentation:       20%   (100 pts)

F=60 or below

Late Submission of Course Materials:
Late work will not be accepted without prior approval.

Classroom Rules of Conduct:
Rules of civility and professionalism will be observed.  Conflicts or issues will be brought to the instructors attention for resolution.

Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. from Park University 2010-2011 Undergraduate Catalog Page 92-93

Attendance Policy:
Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

  1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
  2. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
  3. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "F".
  4. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
  5. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
  6. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
