Course Description:
PO 201 State and Local Government A critical survey of the major trends in state and local government in the United States, with special emphasis of the governmental practices of the State of Missouri and problems of municipal government in Kansas City. 3:0:3

Educational Philosophy:

The facilitator’s educational philosophy is one of interactiveness based on lectures, readings, quizzes, dialogues, examinations, internet, videos, web sites and writings. The facilitator will engage each learner in what is referred to as disputatious learning to encourage the lively exploration of ideas, issues and contradictions.

    Core Assessment:

    TERMPAPER 50% of final grade

     

    Consistent with the goal of “writing across the curriculum”, as well as presenting the literacies, a term paper is required in this course.  This paper is to test your skills at research, synthesis, reasoning and presentation.

     

    You will choose the ultimate subject matter of the paper in consultation with me.  In general, however, the topic must be an issue that is relevant to state and/or local government in America.  It must compare the same type of policy between two states or two local governments. You may wish to write about an issue of importance for all fifty states, or an issue of importance to only Kansas City.

     

    Look through your textbooks to get some ideas.  Come and talk to me if you want to discuss the ideas you have come up with before the topic due date.

     

    Regardless of what you are going to write about, your paper must answer the following questions:          a) What is the policy in each entity?

                            b) What is the history of the policy in each entity?

                            c) What differences in the policy in the two are most dramatic?                                      d) What explanations are there for the differences in policies between the two entitities?              

    e) What is the bases for your explanation?

     

    This paper is a research project and as such will require you to use references.  A separate handout on term papers as well as the Hacker book will help you.

     

    To complete the assignment, you must hand in four separate reports, each of which is graded and each of which must be typewritten, double-spaced.  The relative weights for each report and the due dates are as follows:

     

                                        Choice of topic 10% of paper grade.

                                        Thesis statement and preliminary bibliography 20% of paper grade

                                        Paper 60% or 70% of paper grade

                                        Revised paper (if needed, 10%) of paper grade.

     

    ONE LETTER GRADE WILL BE ASSESSED ON THE GRADE FOR THE PAPER FOR EACH DAY OR PART OF A DAY ANY OF THE FOUR REPORTS IS LATE,

     

    For every five errors in spelling, punctuation or grammar, your grade will be reduced by three points.

    Class Assessment:

    COURSE ASSESSMENT: A term paper concerning the history of a state or local public policy.

    Two exams.

    Grading:

    Late Submission of Course Materials:

    LATE SUBMISSION OF COURSE MATERIALS: All assignments handed in late will be assessed one letter grade per day or part of a day that they are late.  No assignments will be accepted after December 4, 2012 in class.

    Classroom Rules of Conduct:

    1. Attend classes regularly. Each absence will lower your cumulative grade for the course by 5 %. You may regain one point for your cumulative grade by handing in a typed summary of the reading for each day you miss. These summaries are due one week after the class is missed. They will not be accepted for credit after that time.

    There are no excused absences except in extreme cases of illness attested to by a Doctor, or a family death.  If you will be missing a lot of classes due to health, consider dropping the course or taking an incomplete for the course.

    2. Students are responsible for all material covered in class while they are absent.

    3. Be prepared for class. Have the reading assignment finished for each class. This means that you have read the assignment and are prepared to discuss it or participate in a small group exercise in class. Quizzes over the reading material may come at any time. (Note, missed quizzes cannot be made up). This course is a combination of lecture, group assignments, and discussion and you are expected to take part in the discussions. In-class participation counts for 20% of your final class grade.

    4. Cheating or plagiarism will result in an “F” for the course and a recommendation to the Dean that you be dismissed from Park College.

    5. No portable telephones or pagers are allowed in class except for security or emergency medical personnel.  

    6. If you have any questions or problems come and see me or email me.

    7. Any student with special needs or who has a disability in the classroom environment, please see me immediately after the first class.

    8. No assignments will be accepted via email.

    9. There will be three examinations, including the final. Examinations will be a combination of short answer and long essay. A week before each of the examinations you will be given a list of terms and concepts for review.

    10. A term paper is required for this course. Details will be given in a separate handout.

    11. No late exams will be given unless there is a valid excuse.

    Plagiarism:
    Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. from Park University 2011-2012 Undergraduate Catalog Page 95

    Attendance Policy:
    Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

    1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
    2. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
    3. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "F".
    4. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
    5. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
    6. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
