Course Description:
HC451 Health Care and the Political Process: Analysis of the process of health policy formation at the federal, state, and local levels from historical and contemporary perspectives. Specific topics will include cost controls, utilization review, methods of changing public and private health policies, and political factors in health care delivery. 3:0:3

Educational Philosophy:
My educational philosophy is to treat students as adult learners, exchanging views, opinions, thoughts, ideas, and real world experiences relating to health care system. Readings and examinations contribute to the learning process; however, participation in this class is very important. I do not believe in doing "busy work" which does not contribute to learning. There will be total academic freedom in my classroom.

  1. Explain the role of the political process on health delivery in the United States.
  2. Describe how the political process affects cost of health care, human resources, and various health facilities.
  3. Analyze the key roles of demanders and suppliers of health policies .
  4. Explain the current and future issues in health policy and the role of government in the formulation of health policy.
  5. Interpret the role of specific interests in the health care industry and the effect on health policy decisions and organization and delivery of health care.
  6. Evaluate the roles of local, state, and federal politics on the current and future developments of health care delivery.

The course grade for students will be based on the overall average of homework and tests taken during the course in accordance with the weighting of the various requirements as stated in the syllabus.

All final exams in all School of Business courses will be comprehensive and will be closed book and closed notes. They will constitute 30% of the total course grade and will not be a take-home exam. They will be completed during the test week in the period designated by the registrar or by the Proctor in the case online courses. If calculators are allowed, they will not be multifunctional electronic devices that include features such as: phones, cameras, instant messaging, pagers, and so forth. Electronic Computers will not be allowed on final exams unless an exception is made by the Dean of the School of Business.

Late Submission of Course Materials:
Students are responsible for ensuring timely submission of their coursework. If circumstances arise, it is the student's responsibility to discuss the issues ahead of time with the instructor. Assignments will be considered late if submitted 24 hours after the due date. Any work submitted late will be deducted one (1) point for each day for up to five (5) days past the due date. Assignment will not be allowed after five (5) days, resulting in zero points for the assignment.

Classroom Rules of Conduct:
Students will act in a mature and appropriate manner at all times. Students will arrive on time for class and will be prepared for the lesson outlined. Cell phones will be turned off.

08/22 Read Chapter 2. Discussion will impact of Health Policies and Services. 

1.       How do the policy formulations influence the role of Chief Executives in Agenda setting?

2.       Describe the context of health policymaking and the influence of suppliers and policies.

3.      Apply concepts learned about the policy making process to real world policies.

      Homework: Students will submit a one to two (1-2) page APA paper based on a current health care article that relates to that night reading. Be prepared to share the article and discuss why you chose it. Due 08/25/ electronically by Midnight.

1.       Describe the context of health policymaking and the influence of suppliers and demands of policies.

2.       Describe the Agenda Setting and problems that occur in health policies

3.       Discuss interest group involvement in Agenda Settings.

1.       Describe the Choreography of Legislation Development.

2.       Explain how the Committees with Health Policy Jurisdictions are outlined.

         Final Papers: Students should give topic and date for presentation

2.        Explain the key features of the rulemaking process.

3.       Discuss the interactions between rulemakers and those affected by the rules.

1.       Discuss the example of an Implementing Organization and the Administration on Aging.

2.       Describe the AoA organizational structure and budget.

3.       Explain the AoA strategic goals and objectives for 2007- 2012.Homework: Students will submit a one to two (1-2) page APA paper based on a current health care article that relates to that night reading. 1.    Explain the effect of a policy design or construction on operation.

Plagiarism:
Plagiarism involves the use of quotations without quotation marks, the use of quotations without indication of the source, the use of another's idea without acknowledging the source, the submission of a paper, laboratory report, project, or class assignment (any portion of such) prepared by another person, or incorrect paraphrasing. from Park University 2011-2012 Undergraduate Catalog Page 95

Attendance Policy:
Instructors are required to maintain attendance records and to report absences via the online attendance reporting system.

  1. The instructor may excuse absences for valid reasons, but missed work must be made up within the semester/term of enrollment.
  2. Work missed through unexcused absences must also be made up within the semester/term of enrollment, but unexcused absences may carry further penalties.
  3. In the event of two consecutive weeks of unexcused absences in a semester/term of enrollment, the student will be administratively withdrawn, resulting in a grade of "F".
  4. A "Contract for Incomplete" will not be issued to a student who has unexcused or excessive absences recorded for a course.
  5. Students receiving Military Tuition Assistance or Veterans Administration educational benefits must not exceed three unexcused absences in the semester/term of enrollment. Excessive absences will be reported to the appropriate agency and may result in a monetary penalty to the student.
  6. Report of a "F" grade (attendance or academic) resulting from excessive absence for those students who are receiving financial assistance from agencies not mentioned in item 5 above will be reported to the appropriate agency.
